“一带一路”无废城市与碳中和培训项目开幕 —— Opening of The Belt and Road Training Program on Zero-Waste City and Carbon Neutrality

116日上午,由市教委主办,我校与巴塞尔公约亚太区域中心共同承办的“一带一路”无废城市与碳中和培训项目开幕式举行。我校副校长丁力,巴塞尔公约亚太区域中心执行主任李金惠、中心各室主任,我校国际交流处、资源与环境工程学院负责人及相关教师,以及由尼泊尔、格鲁吉亚、约旦、叙利亚、塞内加尔、阿联酋、印度尼西亚、斯里兰卡等18个国家提名的50位国家代表参加。开幕式由外国留学生事务办公室主任、国际交流学院院长孙艳主持。

On November 6, 2023, the opening ceremony of the Belt and Road Training Program on Zero-Waste City and Carbon Neutrality was held. The training program is hosted by Shanghai Municipal Education Commission and co-organized by Shanghai Polytechnic University and the Basel Convention Regional Centre for Asia and the Pacific (BCRC). The participants included Ding Li, SSPU Vice President, Professor Li Jinhui, Executive Director of BCRC, relevant representatives of BCRC, Heads of SSPU International Office, School of Resource and Environmental Engineering and related teachers, as well as 50 trainee representatives nominated by 18 countries from Nepal, Georgia, Jordan, Syria, Senegal, UAE, Indonesia, Sri Lanka, etc. The ceremony was presided over by Sun Yan, Director of the Office of International Student Affairs and Dean of School of International Exchange.

丁力致辞并宣布培训项目开幕。丁力感谢巴塞尔公约亚太中心对我校长期以来的支持和帮助,感谢“一带一路”沿线国家环境部门官员、技术人员带来国家案例的分享,特别对项目增设“市长论坛”表示赞赏。他希望能够有效搭建与“一带一路”国家开展“无废城市”与“碳中和”的创新合作,提升沿线国家生态环境保护理念和能力,推动沿线国家共同处理好经济发展和环境保护的关系,从而共同实现区域经济的绿色转型。

Mr. Ding Li delivered a speech and announced the opening of the training program. Ding Li expressed gratitude to the BCRC for its long-term support and assistance to SSPU and the sharing of case experiences provided by the officials and technicians of environmental departments of these countries along the Belt and Road, and appreciated the additional establishment of “Mayors’ Forum” for the program. It is hoped that by carrying out innovative cooperation on “zero-waste city” and “carbon neutrality” with these countries along the Belt and Road, the concept and capacity of eco-environmental protection in such countries will be enhanced. We will promote these countries to jointly handle the relationship between economic development and environmental protection, and finally make the green transformation of the regional economy come true.

李金惠对参加培训的“一带一路”国家官员、技术人员表示欢迎,对上海第二工业大学多年来与中心合作致力于环境治理的相关工作表示感谢。他指出,无废城市与碳中和是巴塞尔公约亚太中心全球环境治理推动工作的重要方向之一,希望本次培训为“一带一路”沿线国家搭建互助交流的平台。

Professor Li Jinhui from BCRC welcomed the officials and technicians to the training program and expressed his gratitude to SSPU for its years of cooperation with the Center in the field of environmental governance. He pointed out that zero-waste city and carbon neutrality was one of the significant directions toward which the global environmental governance of BCRC is pushed forward. He hoped that the training program of this year could build a platform for mutual assistance and exchange for these countries along the Belt and Road.

资源与环境工程学院院长关杰简要介绍了项目背景。

上海市教委“一带一路”项目由外国留学生事务办公室和资源与环境工程学院共同申报,在巴塞尔公约亚太区域中心的支持下,自2018年起在我校开展,先后有来自巴基斯坦、印度尼西亚、南非、伊朗、老挝、蒙古、泰国、越南、马尔代夫等40个国家,100位环境管理部门的政府官员代表,围绕城市矿产资源技术开发与污染防治、碳中和等方面进行学术与技术交流。今年根据全球环境治理发展方向,项目重点围绕培养无废城市建设和碳中和方面的高层次人才,培训内容主要包括国际“无废城市”网络建设进展、中国工业固体废物环境污染防治的政策与思路、中国电子废物管理和回收利用、生活领域固体废物管理政策、技术等方面,帮助学员了解掌握“无废城市”的建设方法及碳中和目标的实现路径,帮助“一带一路”区域实现绿色转型,共同追求生态文明。

The Belt and Road training program is jointly applied by the Office of International Student Affairs and the School of Resource and Environmental Engineering. It was carried out since 2018 at SSPU with the support of BCRC. There are more than 100 government officials of environmental management departments from 40 countries including Pakistan, Indonesia, South Africa, Iran, Laos, Mongolia, Thailand, Viet Nam, Maldives, etc. participating in academic and technical exchanges on the development of urban mineral resources technology, pollution control, and carbon neutrality. According to the development direction of global environmental governance, the program in this year focused on training high-level talents for zero-waste urban construction and carbon neutrality. The training program mainly covers themes such as the progress of the construction of the international “zero-waste city” network, the policies and thoughts on the prevention and control of environmental pollution of China’s industrial solid waste, China’s e-waste management and recycling, and the policies and technologies on the management of solid waste in the domestic field which would help the trainees to understand and master the method of building “zero-waste city” and the path to achieve the goal of carbon neutrality. It is also beneficial for the Belt and Road regions to realize green transformation and joint pursuant of ecological civilization.
